The Control of Asbestos Regulations 2012 place a legal duty to manage asbestos in non-domestic premises on those responsible for the maintenance and repair of the property.

An asbestos management survey can help you identify whether asbestos-containing materials are present, where they are located and what condition they are in.

The information from the survey can then be used to prepare and maintain your asbestos register and asbestos management plan, helping you manage the risks and protect anyone who may work on or use the building.

Do I need an Asbestos Management Survey?

  • Depending on the property, your survey can include:

    • visual inspection of accessible areas,

    • identification of suspected asbestos-containing materials,

    • sampling where required,

    • laboratory analysis

    • detailed survey report.

    The report provides a practical record of the ACMs identified and their condition, together with the information required to help you decide how they should be managed.

  • An asbestos management plan explains how asbestos-containing materials (ACMs) identified in a building will be managed safely.

    The plan should set out what needs to be done, when it needs to be done and who is responsible. This may include monitoring the condition of asbestos, arranging repairs or removal where necessary and making sure anyone who could disturb the material has access to the right information.

    The management plan should be kept up to date and reviewed whenever circumstances change or new information becomes available.

  • An asbestos register is a record of known or presumed asbestos-containing materials within a property. It should include useful information such as the location, type, extent and condition of ACMs, together with the actions required to manage them safely.

    The register is a living document. It should be updated when asbestos is removed, when additional areas are surveyed or when the condition of an existing ACM changes.

    It also needs to be accessible to people who may disturb asbestos during maintenance, repair or other work, so they can check the relevant information before work begins.

  • The asbestos register gives building owners, managers, maintenance teams and contractors a clear record of where asbestos is located and what condition it is in.

    Before maintenance or repair work is carried out, the register can be checked to identify known or presumed ACMs that could be disturbed. It forms an important part of the overall asbestos management plan and helps dutyholders manage asbestos risks on an ongoing basis.
